The reasons for the application in this “Evidence Retrieval Application” are as follows:<\/p>\n\n\n\n
\u5e38\u7528\u8bed2\uff1a\u8c03\u53d6\u8bc1\u636e\u7533\u8bf7\u4e66 – evidence retrieval application<\/p>\n\n\n\n
\u4e00\u3001\u76d1\u5bdf\u673a\u5173\u5c31\u8d75\u6c38\u97e6\u6848\u79fb\u4ea4\u7684\u8c03\u67e5\u7b14\u5f55\u7cfb\u9009\u62e9\u6027\u62bd\u53d6\uff0c\u5b58\u5728\u9690\u7792\u9057\u6f0f\u91cd\u8981\u6848\u4ef6\u4fe1\u606f\u7684\u91cd\u5927\u5acc\u7591\u30021. There is a significant suspicion that the supervisory authority selectively extracted interrogation records transferred in Zhao Yongwei’s case, concealing and omitting important case information.

According to the detention interrogation records of this case, during Zhao Yongwei’s detention, he was interrogated 315 times from March 8, 2023, to August 25, 2023, totaling 756 hours. However, the supervisory authority transferred only 16 interrogation records, including one on March 9, one on May 28, one on May 30, one on June 2, one on June 9, one on June 13, two on June 15, one on June 20, one on June 26, one on July 3, one on July 9, two on July 17, one on July 19, and one on August 16, which is a very small proportion of all 315 records. It raises the question of what criteria were used to select these 16 records for transfer for review and prosecution, and whether the remaining 299 records contain secrets that should not be seen. This is what the defense attorney is keen to clarify.<\/p>\n\n\n\n

Xu Duoquan was detained on February 27, 2023, and the supervisory authority only transferred interrogation records for one time on February 28, one time on May 9, May 16, May 29, May 30, June 1, June 9, June 13, July 11, and one time after detention was lifted on July 18, totaling 10 records. Among these, the record from February 28 did not mention any monetary transactions between him and Zhao Yongwei until May 9, after the special investigation team had obtained Zhao Yongwei’s\u00a0confession of guilt\u00a0on May 3 and 4, when Xu Duoquan admitted to the “fact” of having promised to bribe Zhao Yongwei with 2% of the contract value for projects in the development zone. The remaining untransferred records of Xu Duoquan likely also conceal important case details, especially during the more than two months between February 28 and May 9. How many times was Xu Duoquan interrogated by the special team during this lengthy detention without transferring a single record for review and prosecution? Does it contain any forced confession? This must be verified by retrieving synchronized videos from the same period.<\/p>\n\n\n\n

The written prosecution opinion determined that after Zhao Yongwei was investigated, he truthfully confessed to the issues of accepting a total of 220,000 yuan from Xu Duoquan and Zhou Fangcheng, which the supervisory authority had already grasped, and voluntarily disclosed other suspected bribery crimes that the supervisory authority had not yet grasped. According to this determination, of the 10.26 million yuan accused of bribery, 220,000 yuan was already known to the investigating authority before detention, and the remaining 10.04 million yuan was voluntarily disclosed by Zhao Yongwei after his case was brought up. However, according to Zhao Yongwei, on the day of his detention on March 8 and the following day, the special team members told him: “Your case is very serious, and you will be sentenced to more than ten years.” Why would they dare to say he would be sentenced to more than ten years when they had just caught him for a case involving only 220,000 yuan in bribes? This can only mean that when the Neijiang Discipline Inspection Commission handled Zhao Yongwei’s case, the main leaders had already set a goal in advance, requiring the investigators to achieve this goal regardless of the facts. Therefore, the six interrogation records on March 8 and March 9 are very important, as they are crucial evidence to examine whether the Neijiang Discipline Inspection Commission pre-determined and quantified Zhao Yongwei’s case and fabricated false evidence. These six synchronized interrogation videos must be provided by the Neijiang Discipline Inspection Commission. \u800c\u4e14\uff0c\u6839\u636e\u8d77\u8bc9\u610f\u89c1\u4e66\u4e2d\u7684\u8fd9\u4e00\u8ba4\u5b9a\uff0c\u8d75\u6c38\u97e6\u6536\u53d7\u5468\u65b9\u621010\u4e07\u5143\u73b0\u91d1\uff0c\u5e94\u8be5\u662f\u5728\u5185\u6c5f\u76d1\u5bdf\u59d4\u5bf9\u8d75\u6c38\u97e6\u91c7\u53d6\u76d1\u5bdf\u63aa\u65bd\u524d\uff0c\u7531\u5468\u65b9\u6210\u4e3b\u52a8\u4ea4\u4ee3\uff0c\u6216\u8005\u5176\u4ed6\u77e5\u60c5\u4eba\u68c0\u4e3e\u7684\u3002\u4f46\u662f\uff0c\u4ece2023\u5e743\u67088\u65e5\u5bf9\u8d75\u6c38\u97e6\u91c7\u53d6\u7559\u7f6e\u63aa\u65bd\uff0c\u52302023\u5e745\u67082\u65e5\u6b62\uff0c\u6ca1\u89c1\u4e00\u4efd\u7b14\u5f55\u4e2d\u6709\u8d75\u6c38\u97e6\u5982\u5b9e\u4f9b\u8ff0\u6536\u53d7\u5468\u65b9\u621010\u4e07\u5143\u73b0\u91d1\u7684\u8bb0\u8f7d\u3002<\/p>\n\n\n\n
Moreover, according to the determination in the written prosecution opinion, the 100,000 yuan in cash received from Zhou Fangcheng should have been voluntarily confessed by Zhou Fangcheng or reported by other informants before the Neijiang Supervisory Committee took supervisory measures against Zhao Yongwei. However, from the imposition of detention measures on Zhao Yongwei on March 8 to May 2, there is no record of Zhao Yongwei honestly confessing to receiving 100,000 yuan in cash from Zhou Fangcheng.
\u5e38\u7528\u8bed5: \u7559\u7f6e\u63aa\u65bd – impostion of detention
\u800c\u672c\u6848\u5168\u90e8\u6848\u5377\u4e2d\uff0c\u57282023\u5e745\u67083\u65e5\uff0c5\u67084\u65e5\uff0c\u76d1\u5bdf\u673a\u5173\u83b7\u5f97\u4e86\u8d75\u6c38\u97e6\u7684\u6240\u8c13\u81ea\u4e66\u6750\u6599\uff0c\u627f\u8ba4\u6536\u53d7\u5468\u65b9\u6210\u8d3f\u8d42\u7684\u6240\u8c13\u4e8b\u5b9e\u524d\uff0c\u6ca1\u6709\u4efb\u4f55\u5468\u65b9\u6210\u4e3b\u52a8\u4ea4\u4ee3\u66fe\u7ecf\u5411\u8d75\u6c38\u97e6\u884c\u8d3f10\u4e07\u5143\u7684\u8bb0\u8f7d\u3002\u6848\u5377\u4e2d\u5468\u65b9\u6210\u6700\u65e9\u7684\u4e24\u4efd\u7b14\u5f55\uff0c\u5206\u522b\u662f2023\u5e745\u67087\u53f7\u30015\u67089\u53f7\u7684\u4e24\u6b21\uff0c\u8fd9\u5df2\u7ecf\u662f\u8d75\u6c38\u97e6\u627f\u8ba4\u6536\u53d7\u5468\u65b9\u6210\u94b1\u6b3e\u4e4b\u540e\uff0c\u4f46\u662f\uff0c\u8fd9\u4e24\u4efd\u7b14\u5f55\u4e2d\uff0c\u5468\u65b9\u6210\u90fd\u6ca1\u6709\u4ea4\u4ee3\u66fe\u7ecf\u9001\u8d75\u6c38\u97e610\u4e07\u5143\u7684\u4e8b\u5b9e\u3002\u76f4\u52302023\u5e745\u670815\u65e5\uff0c\u968f\u5377\u79fb\u4ea4\u7684\u7b2c\u4e09\u4efd\u7b14\u5f55\u4e2d\uff0c\u5468\u65b9\u6210\u624d\u627f\u8ba4\u66fe\u4e8e2014\u5e74\u9001\u8fc7\u8d75\u6c38\u97e6\u73b0\u91d110\u4e07\u5143\u3002<\/p>\n\n\n\n
In the entire case file, before the so-called self-written materials admitting to accepting bribes from Zhou Fangcheng were obtained by the supervisory authority on May 3 and 4, there was no record of Zhou Fangcheng voluntarily confessing to bribing Zhao Yongwei with 100,000 yuan. The earliest two records of Zhou Fangcheng, dated May 7 and 9, came after Zhao Yongwei admitted to accepting money from Zhou Fangcheng. However, in these two records, Zhou Fangcheng did not confess to giving Zhao Yongwei 100,000 yuan. It was not until May 15, in the third record transferred with the case file, that Zhou Fangcheng admitted to having given Zhao Yongwei 100,000 yuan in cash in 2014.<\/p>\n\n\n\n
\u53ef\u89c1\uff0c\u4e0a\u8ff0\u6240\u8c13\u7684<\/strong>10<\/strong>\u4e07\u5143\u53d7\u8d3f\uff0c\u5e76\u975e\u662f\u76d1\u5bdf\u673a\u5173\u5728\u7559\u7f6e\u8d75\u6c38\u97e6\u524d\u5c31\u5df2\u7ecf\u638c\u63e1\u7684\u4e8b\u5b9e\uff0c\u56e0\u6b64\uff0c\u5fc5\u987b\u8c03\u53d6\u5468\u65b9\u6210\u7684\u5168\u90e8\u8baf\u95ee\u6216\u8005\u8be2\u95ee\u5f55\u50cf\uff0c\u5ba1\u67e5\u5468\u65b9\u6210\u884c\u8d3f\u7684<\/strong>339<\/strong>\u4e07\u5143\uff0c\u6709\u6ca1\u6709\u6b63\u5f53\u7684\u6848\u4ef6\u7ebf\u7d22\u6765\u6e90\uff0c\u662f\u5426\u5b58\u5728\u903c\u4f9b\u8bf1\u4f9b\u6307\u4f9b\uff1f<\/strong><\/p>\n\n\n\n This shows that the so-called 100,000 yuan bribery was not a fact already known to the supervisory authority before Zhao Yongwei’s detention. Therefore, all interrogation or inquiry videos of Zhou Fangcheng must be obtained to examine the legitimacy of the case clues for the 3.39 million yuan bribed by Zhou Fangcheng and whether there was any coercion or inducement to confess.<\/p>\n\n\n\n \u800c\u8d77\u8bc9\u610f\u89c1\u4e66\u4e2d\u8ba4\u5b9a\u8d75\u6c38\u97e6\u4e3b\u52a8\u4ea4\u4ee3\u4e86\u76d1\u5bdf\u673a\u5173\u672a\u638c\u63e1\u76841004\u4e07\u5143\u53d7\u8d3f\u6b3e\uff0c\u8868\u9762\u770b\uff0c\u662f\u5bf9\u8d75\u6c38\u97e6\u8ba4\u7f6a\u6001\u5ea6\u7684\u8ba4\u53ef\u3002\u53ef\u60dc\uff0c\u4e13\u5bb6\u7ec4\u8fd9\u4f19\u4eba\u5236\u9020\u5047\u6848\u7684\u6c34\u5e73\u592a\u5c0f\u513f\u79d1\uff0c\u5bf9\u7167\u4ed6\u4eec\u81ea\u5df1\u70ae\u5236\u7684\u6848\u5377\u6750\u6599\uff0c\u4e5f\u9732\u51fa\u4e0d\u5c11\u9a6c\u811a\u3002<\/p>\n\n\n\n While the written prosecution opinion acknowledges Zhao Yongwei’s voluntary confession of the 10.04 million yuan in bribes not known to the supervisory authority, superficially acknowledging his attitude of confession, unfortunately, the level of falsifying cases by the expert group is too amateurish. Compared with the case files they concocted, many flaws are revealed.<\/p>\n\n\n\n \u7b2c\u4e00\u3001\u66f9\u6c49\u5c97\u768442\u4e07\u5143\uff0c\u5218\u5bcc\u957f\u768413\u4e07\u5143\uff0c\u65e2\u7136\u76d1\u5bdf\u673a\u5173\u627f\u8ba4\u662f\u8d75\u6c38\u97e6\u4e3b\u52a8\u4ea4\u4ee3\uff0c\u6848\u5377\u4e2d\uff0c\u603b\u8981\u8d75\u6c38\u97e6\u4ea4\u4ee3\u4e0a\u8ff0\u4e8b\u5b9e\u7684\u7b14\u5f55\u5728\u524d\uff0c\u66f9\u6c49\u5c97\u3001\u5218\u5bcc\u957f\u627f\u8ba4\u9001\u51fa\u76f8\u5173\u94b1\u6b3e\u7684\u7b14\u5f55\u5728\u540e\u5427\uff1f\u4f46\u662f\uff0c\u6848\u5377\u4e2d\uff0c\u66f9\u6c49\u5c97\u4ea4\u4ee3\u884c\u8d3f\u548c\u7b14\u5f55\u662f2023\u5e745\u670825\u65e5\uff0c\u800c\u8d75\u6c38\u97e6\u627f\u8ba4\u6536\u53d7\u66f9\u6c49\u5c97\u8d3f\u8d42\u7684\u7b14\u5f55\u662f2023\u5e745\u670826\u65e5\uff0c\u6700\u6ed1\u7a3d\u7684\u662f\uff0c\u6848\u5377\u4e2d\u8fd8\u6709\u4e00\u4efd2023\u5e744\u670816\u65e5\u5185\u6c5f\u76d1\u59d4\u8be2\u95ee\u66f9\u6c49\u5c97\u65f6\u7684\u6743\u5229\u4e49\u52a1\u544a\u77e5\u4e66\u3002\u5f88\u660e\u663e\uff0c\u6700\u8fdf\u4e0d\u665a\u4e8e23\u5e744\u670816\u65e5\uff0c\u76d1\u59d4\u5c31\u903c\u8feb\u66f9\u6c49\u5c97\u627f\u8ba4\u884c\u8d3f\u8d75\u6c38\u97e6\u7684\u6240\u8c13\u72af\u7f6a\u4e8b\u5b9e\uff0c\u800c\u76f4\u52305\u670825\u65e5\uff0c\u66f9\u6c49\u5c97\u624d\u88ab\u8feb\u63a5\u53d7\u4e86\u76d1\u59d4\u7684\u6307\u4f9b\u3002\u76d1\u59d4\u5728\u83b7\u5f97\u66f9\u6c49\u5c97\u7684\u6307\u8ba4\u540e\uff0c\u7b2c\u4e8c\u5929\u5c31\u62ff\u4e0b\u4e86\u8d75\u6c38\u97e6\u7684\u53e3\u4f9b\u3002\u4f46\u662f\uff0c\u8fd9\u4e00\u8d77\u773c\u660e\u4eba\u4e00\u773c\u770b\u7a7f\u7684\u903c\u4f9b\u8bf1\u4f9b\uff0c\u5728\u8d77\u8bc9\u610f\u89c1\u4e66\u4e2d\uff0c\u7adf\u6210\u4e86\u8d75\u6c38\u97e6\u4e3b\u52a8\u4ea4\u4ee3\u7684\u7ed3\u679c\u3002<\/p>\n\n\n\n First, for the 420,000 yuan from Cao Hangang and the 130,000 yuan from Liu Fuchang, since the supervisory authority admits that Zhao Yongwei took the initiative to confess, there should be a record in the case file of Zhao Yongwei confessing to the aforementioned facts before the records of Cao Hangang and Liu Fuchang admitting to giving the related money, right? However, in the case file, Cao Hangang\u2019s confession and record of bribery are dated May 25, 2023, while Zhao Yongwei\u2019s admission of accepting bribes from Cao Hangang is recorded on May 26, 2023. Most absurdly, there is also a Notice of Rights and Obligations dated April 16, 2023, from the Neijiang Supervisory Committee during their inquiry of Cao Hangang. Clearly, no later than April 16, 2023, the Supervisory Committee forced Cao Hangang to admit the so-called criminal fact of bribing Zhao Yongwei, and it was not until May 25 that Cao Hangang was forced to accept the Supervisory Committee\u2019s allegations. After obtaining Cao Hangang\u2019s accusation, the next day they secured Zhao Yongwei\u2019s confession. Yet, this blatant coercion and inducement of confessions, in the written prosecution\u00a0opinion, was purported to be the result of Zhao Yongwei\u2019s initiative to confess.<\/p>\n\n\n\n \u7b2c\u4e8c\u3001\u5218\u5bcc\u957f\u7684\u6240\u8c13\u884c\u8d3f13\u4e07\uff0c\u5728\u8d77\u8bc9\u610f\u89c1\u4e66\u4e2d\uff0c\u4e5f\u88ab\u8ba4\u5b9a\u662f\u8d75\u6c38\u97e6\u7684\u4e3b\u52a8\u4ea4\u4ee3\u3002\u4f46\u662f\uff0c\u6848\u5377\u4e2d\uff0c\u662f\u5218\u5bcc\u957f2023\u5e745\u670820\u53f7\u9996\u5148\u627f\u8ba4\u5411\u8d75\u6c38\u97e6\u884c\u8d3f\uff0c\u76f4\u52302023\u5e746\u67089\u53f7\uff0c\u8d75\u6c38\u97e6\u624d\u627f\u8ba4\u4e86\u6536\u53d7\u5218\u5bcc\u957f13\u4e07\u5143\u7684\u4e8b\u5b9e\u3002\u66f4\u8ba9\u672c\u4eba\u4f5c\u4e3a\u4e00\u4e2a\u5317\u4eac\u5211\u8fa9\u5f8b\u5e08\u9119\u89c6\u5185\u6c5f\u76d1\u59d4\u529e\u6848\u6c34\u5e73\u7684\u662f\uff1a\u5377\u4e2d\uff0c\u6709\u540c\u6837\u51fa\u81ea\u5a01\u8fdc\u76d1\u59d4\u7684\u4e24\u4efd\u51b3\u5b9a\u4e66\uff0c\u4e00\u4efd\u662f5\u670819\u65e5\u5bf9\u5218\u5bcc\u957f\u7684\u7559\u7f6e\u51b3\u5b9a\u4e66\uff0c\u53e6\u4e00\u4efd\u662f6\u670821\u65e5\u5bf9\u4ed6\u7684\u89e3\u9664\u7559\u7f6e\u51b3\u5b9a\u4e66\u3002\u4e3a\u4ec0\u4e48\u7559\u7f6e\u7684\u7b2c\u4e8c\u5929\uff0c\u5218\u5bcc\u957f\u5c31\u4ea4\u4ee3\u4e86\u884c\u8d3f\u8d75\u6c38\u97e6\u7684\u4e8b\u5b9e?\u4e3a\u4ec0\u4e486\u67089\u53f7\u8d75\u6c38\u97e6\u627f\u8ba4\u6536\u53d7\u5218\u5bcc\u957f\u8d3f\u8d42\u540e\uff0c\u76d1\u59d4\u5f88\u5feb\u4e8e6\u670821\u53f7\u5bf9\u5218\u5bcc\u957f\u89e3\u9664\u4e86\u7559\u7f6e\uff1f\u8fd9\u4e0d\u662f\u4ee5\u7559\u7f6e\u76f8\u8981\u631f\u903c\u4f9b\u6307\u4f9b\u8bf1\u4f9b\u662f\u4ec0\u4e48\uff01<\/p>\n\n\n\n Second, Liu Fuchang\u2019s so-called bribery of 130,000 yuan is also determined in the written prosecution\u00a0opinion to be a result of Zhao Yongwei\u2019s initiative to confess. However, in the case file, it was Liu Fuchang who first admitted to bribing Zhao Yongwei on May 20, 2023, and it was not until June 9, 2023, that Zhao Yongwei admitted to accepting 130,000 yuan from Liu Fuchang. What further despises me as a Beijing criminal defense lawyer about the Neijiang Supervisory Committee\u2019s case handling level is: there are two decision documents from the same Weiyuan Supervisory Committee in the file, one is the Detention Decision for Liu Fuchang dated May 19, and the other is the Decision to Release Liu Fuchang from Detention dated June 21. Why did Liu Fuchang confess to bribing Zhao Yongwei the day after being detained? Why did the Supervisory Committee quickly release Liu Fuchang from detention on June 21 after Zhao Yongwei admitted on June 9 to accepting bribes from Liu Fuchang? If this is not coercion and inducement of confessions through detention, what is it!\u56e0\u6b64\uff0c\u5fc5\u987b\u8c03\u53d6\u66f9\u6c49\u5c97\u3001\u5218\u5bcc\u957f\u7684\u5168\u90e8\u8baf\u95ee\u548c\u8be2\u95ee\u5f55\u50cf\uff0c\u4ee5\u786e\u8ba4\u4e13\u6848\u7ec4\u5bf9\u4e24\u4eba\u662f\u5426\u5b58\u5728\u903c\u4f9b\u6307\u4f9b\u8bf1\u4f9b\u3002\u00a0Therefore, it is necessary to retrieve all interrogation and inquiry videos of Cao Hangang and Liu Fuchang to confirm whether the special case team coerced, led, or induced confessions from them.<\/strong>\u4e09<\/p>\n\n\n\n \u7b2c\u4e09\u3001\u8d75\u6c38\u97e6\u88ab\u8feb\u627f\u8ba4\u7684\u6240\u6709\u7b14\u5f55\u53ca\u81ea\u4e66\u6750\u6599\uff0c\u5747\u662f\u5218\u535a\u7b49\u529e\u6848\u4eba\u5458\u4ee5\u6293\u6355\u5176\u59bb\u5b50\u5f20\u6d01\u903c\u8feb\u7684\u7ed3\u679c\u3002<\/p>\n\n\n\n Third, all the records and written materials that Zhao Yongwei was forced to admit were the result of Liu Bo and other case handlers coercing him by threatening to arrest his wife, Zhang Jie.<\/p>\n\n\n\n \u81ea\u4ece\u672c\u6848\u8fdb\u5165\u5ba1\u67e5\u8d77\u8bc9\u9636\u6bb5\u4ee5\u6765\uff0c\u4ece\u7b2c\u4e00\u6b21\u89c1\u5230\u5f8b\u5e08\u5f00\u59cb\uff0c\u8d75\u6c38\u97e6\u5c31\u524d\u540e\u4e00\u81f4\uff0c\u53cd\u590d\u5f3a\u8c03\uff1a1026\u4e07\u4e2d\uff0c\u53ea\u6709\u8bb8\u9732\u4ee3\u4ea4\u768412\u4e07\u4e0a\u7814\u7a76\u751f\u7684\u4e2d\u4ecb\u8d39\uff0c\u4ee5\u53ca2014\u5e74\u6625\u8282\u524d\u6536\u53d7\u66f9\u6c49\u5c972\u4e07\u5143\u662f\u4e8b\u5b9e\u3002\u5176\u4f591012\u4e07\uff0c\u5747\u662f\u5218\u535a\u3001\u738b\u4f53\u5bbd\u3001\u848b\u6bc5\u3001\u5468\u8f69\u3001\u8d75\u5175\u3001\u674e\u803f\u3001\u5f20\u6d9b\u3001\u738b\u946b\u7b49\u4eba\u4ee5\u4e0d\u914d\u5408\u5c31\u6293\u6355\u5176\u59bb\u5b50\u5f20\u6d01\u76f8\u8981\u631f\u7684\u7ed3\u679c\u3002\u848b\u6bc5\u9664\u4e86\u903c\u4f9b\uff0c\u8fd8\u5faa\u5faa\u5584\u8bf1\uff0c\u591a\u6b21\u5bf9\u8d75\u6c38\u97e6\u548c\u5f20\u6d01\u8bb2\u4ed6\u529e\u7406\u8d44\u4e2d\u53bf\u4eba\u5927\u4e3b\u4efb\u5f20\u660e\u53d7\u8d3f\u6848\u4e2d\uff0c\u884c\u8d3f\u4eba\u5c31\u662f\u7528\u88c5\u6c34\u679c\u7684\u7bb1\u5b50\u7ed9\u5f20\u660e\u9001\u94b1\u7684\u3002\u848b\u6bc5\u7ed8\u58f0\u7ed8\u8272\u5730\u8bb2\uff1a\u88c5\u8461\u8404\u7684\u5927\u7bb1\u5b50\uff0c\u53ef\u4ee5\u88c5\u516d\u5341\u4e07\uff0c\u88c5\u8461\u8404\u7684\u5c0f\u7bb1\u5b50\uff0c\u88c5\u56db\u5341\u4e07\uff0c\u88c5\u82f9\u679c\u7684\u5927\u7bb1\u5b50\uff0c\u88c5\u4e00\u767e\u4e07\u3002\u8bf1\u5bfc\u8d75\u6c38\u97e6\u5f20\u6d01\u4e0d\u4f46\u8981\u201c\u627f\u8ba4\u201d\u53d7\u8d3f\u7684\u4e8b\u5b9e\uff0c\u8fd8\u8981\u4ea4\u4ee3\u51fa\u884c\u8d3f\u4eba\u7528\u4ec0\u4e48\u7bb1\u5b50\u88c5\u73b0\u91d1\u7684\u7ec6\u8282\u3002\u5426\u5219\uff0c\u5c31\u662f\u5bf9\u7ec4\u7ec7\u4e0a\u4e0d\u5fe0\u8bda\u4e0d\u8001\u5b9e\uff0c\u540e\u679c\u5c31\u5f88\u4e25\u91cd\uff01<\/p>\n\n\n\n Since the case entered the review and prosecution stage, from the first time he met with his lawyer, Zhao Yongwei has been consistent and repeatedly emphasized: of the 10.26 million yuan, only the 120,000 yuan that Xu Lu paid for the graduate school intermediary fee and the 20,000 yuan received from Cao Hangang before the Spring Festival of 2014 are true. The remaining 10.12 million were coerced by Liu Bo, Wang Tikuan, Jiang Yi, Zhou Xuan, Zhao Bing, Li Geng, Zhang Tao, Wang Xin, and others, threatening him with the arrest of his wife Zhang Jie if he did not cooperate. In addition to coercion, Jiang Yi also persuaded gently, repeatedly telling Zhao Yongwei and Zhang Jie about his handling of the bribery case involving Zhang Ming, the director of the Zizhong County People\u2019s Congress, where the briber used boxes for fruit to deliver money to Zhang Ming. Jiang Yi vividly described: a large box for grapes could contain six hundred thousand, a small box for grapes four hundred thousand, and a large box for apples one million, inducing Zhao Yongwei and Zhang Jie not only to \u201cadmit\u201d the facts of accepting bribes but also to disclose the details of what kind of boxes the bribers used to pack the cash. Otherwise, it would be considered disloyal and dishonest to the organization, with severe consequences!<\/p>\n\n\n\n \u5e38\u7528\u8bed6: \u5bf9\u7ec4\u7ec7\u4e0d\u5fe0\u8bda\u4e0d\u8001\u5b9e – being disloyal and dishonest to the organization\u5e38\u7528\u8bed<\/p>\n\n\n\n 7: \u540e\u679c\u5f88\u4e25\u91cd – with severe consequences<\/p>\n\n\n\n \u8d75\u6c38\u97e6\u7279\u522b\u5f3a\u8c03\uff1a2023\u5e744\u670824\u53f7\uff0c\u4e13\u6848\u7ec4\u7531\u8d75\u5175\u51fa\u9762\uff0c\u8ba9\u8d75\u6c38\u97e6\u505a\u8fc7\u4e00\u6b21\u7b14\u5f55\uff0c\u58f0\u660e\u4ee5\u524d\u8bb2\u7684\u90fd\u4e0d\u662f\u4e8b\u5b9e\uff0c\u4ee5\u540e\u8981\u5982\u5b9e\u4f9b\u8ff0\u3002\u4ee5\u540e\u7684\u5341\u5929\u5de6\u53f3\uff0c\u4e3b\u8981\u7531\u5468\u8f69\u3001\u8d75\u5175\u3001\u738b\u4f53\u5bbd\u51fa\u9762\uff0c\u544a\u8bc9\u8d75\u6c38\u97e6\u4e3b\u8981\u9886\u5bfc\u5df2\u7ecf\u4e0d\u8010\u70e6\u4e86\uff0c\u518d\u4e0d\u914d\u5408\uff0c\u5bf9\u5f20\u6d01\u5f88\u5feb\u5c31\u53ef\u80fd\u7559\u7f6e\uff0c\u5f88\u53ef\u80fd\u5c31\u5728\u4e94\u4e00\u540e\uff0c\u8fde\u8d75\u6c38\u97e6\u7684\u5973\u513f\uff0c\u672a\u6210\u5e74\u7684\u8d75\u5c0f\u558f\uff0c\u4e5f\u4f1a\u88ab\u4e13\u6848\u7ec4\u8c08\u8bdd\uff0c\u903c\u8feb\u8d75\u6c38\u97e6\u627f\u8ba4\u4e0d\u5b58\u5728\u7684\u5de8\u989d\u53d7\u8d3f\u201c\u4e8b\u5b9e\u201d\u3002\u5468\u8f69\u7b49\u4eba\u8bb2\uff1a\u7ec4\u7ec7\u4e0a\u5df2\u7ecf\u7ed9\u4f60\u5b9a\u7f6a\u4e86\uff0c\u4e2a\u4eba\u4e0d\u80fd\u548c\u7ec4\u7ec7\u5bf9\u6297\uff01\u6211\u4eec\u6709\u7684\u662f\u65f6\u95f4\u5bf9\u4ed8\u4f60\uff0c\u4e09\u4e2a\u6708\u4e0d\u884c\uff0c\u5c31\u516d\u4e2a\u6708\uff0c\u516d\u4e2a\u6708\u4e0d\u884c\uff0c\u6362\u4e2a\u7f6a\u540d\uff0c\u5c31\u53ef\u4ee5\u6574\u5230\u4e00\u5e74\u3002\u6211\u4eec\u8fd9\u91cc\uff0c\u5173\u4e86\u51e0\u5e74\u7684\u90fd\u6709\u3002\u8fdb\u6211\u4eec\u8fd9\u91cc\u7684\uff0c\u5c31\u6ca1\u6709\u67e5\u4e0d\u51fa\u4e8b\u51fa\u53bb\u7684\u3002<\/p>\n\n\n\n Zhao Yongwei particularly emphasized: on April 24, 2023, the special case group, represented by Zhao Bing, made Zhao Yongwei record a statement that what he had said before was not true and that he would tell the truth from then on. For the next ten days or so, mainly Zhou Xuan, Zhao Bing, and Wang Tikuan told Zhao Yongwei that the senior leadership was already running out of patience, and if he did not cooperate, Zhang Jie could soon be detained, possibly right after May Day. Even Zhao Yongwei\u2019s daughter, the minor Zhao Xiaonuo, could be spoken to by the special case group, forcing Zhao Yongwei to admit non-existent massive bribery \u201cfacts.\u201d Zhou Xuan and others said: the organization has already convicted you, an individual cannot confront the organization! We have all the time to deal with you, if three months are not enough, then six months, and if six months are not enough, change the charge, and it can be dragged out for a year. Here, we have people who have been detained for several years. Once you enter here, there\u2019s no leaving without uncovering something.<\/p>\n\n\n\n \u5468\u8f69\u7b49\u4eba\u8fd8\u8bb2\uff1a\u4f60\u7684\u6848\u5b50\u867d\u7136\u6700\u540e\u662f\u6cd5\u9662\u5224\uff0c\u4f46\u662f\uff0c\u5224\u4e4b\u524d\uff0c\u7eaa\u59d4\u4f1a\u548c\u68c0\u6cd5\u4e24\u9662\u5f00\u8054\u5e2d\u4f1a\uff0c\u6211\u4eec\u5b9a\u4e0b\u6765\u7684\uff0c\u6cd5\u9662\u4e0d\u6562\u4e0d\u542c\uff0c\u4e0d\u542c\uff0c\u6211\u4eec\u5c31\u67e5\u4ed6\u4eec\uff01<\/p>\n\n\n\n Zhou Xuan and others also said: although your case will eventually be judged by the court, before the judgment, the Discipline Inspection Commission and the two legal departments will hold a joint meeting, and what we decide, the court dares not disobey. If they don\u2019t listen, we\u2019ll investigate them!<\/p>\n\n\n\n \u8d75\u6c38\u97e6\u5728\u5c01\u95ed\u72b6\u6001\u4e0b\uff0c\u542c\u5468\u8f69\u7b49\u4eba\u8bb2\u4e13\u6848\u7ec4\u5b8c\u5168\u53ef\u4ee5\u64cd\u7eb5\u6cd5\u9662\uff0c\u800c\u4e14\uff0c\u7ec4\u7ec7\u4e0a\u5df2\u7ecf\u7ed9\u81ea\u5df1\u5b9a\u7f6a\uff0c\u4e0d\u914d\u5408\uff0c\u8fd8\u8981\u628a\u59bb\u5b50\u5f20\u6d01\u4e00\u8d77\u6293\uff0c\u8003\u8651\u5230\u5bb6\u4eba\u7684\u5b89\u5371\uff0c\u4e0d\u5f97\u4e0d\u4ece5\u67083\u53f7\u5f00\u59cb\uff0c\u65e0\u6761\u4ef6\u5730\u6309\u7167\u5468\u8f69\u7b49\u4eba\u7f16\u7684\u5267\u672c\u4ea4\u4ee3\u3002<\/p>\n\n\n\n Under lockdown, Zhao Yongwei, hearing Zhou Xuan and others say the special case group could completely manipulate the court, and that the organization had already convicted him, and considering his family\u2019s safety, he had no choice but to start confessing unconditionally according to the script written by Zhou Xuan and others from May <\/p>\n\n\n\n 3.\u56e0\u6b64\uff0c4\u670824\u53f7\u52305\u67082\u53f7\u7684\u8baf\u95ee\u7b14\u5f55\u662f\u91cd\u4e2d\u4e4b\u4e2d\uff0c\u5185\u6c5f\u76d1\u5bdf\u59d4\u5fc5\u987b\u5168\u90e8\u63d0\u4f9b\uff01Therefore, the interrogation records from April 24 to May 2 are of utmost importance, and the Neijiang Supervisory Commission must provide them all!<\/strong><\/p>\n\n\n\n \u56db\u3001\u8d75\u6c38\u97e6\u5728\u76d1\u5bdf\u8c03\u67e5\u9636\u6bb5\u5c31\u5728\u529e\u6848\u4eba\u5458\u7684\u903c\u8feb\u4e0b\u591a\u6b21\u8fdd\u5fc3\u5730\u8ba4\u7f6a\uff0c\u4e8b\u540e\u53c8\u591a\u6b21\u63a8\u7ffb\u6709\u7f6a\u4f9b\u8ff0\uff0c\u800c\u529e\u6848\u4eba\u5458\u5bf9\u5176\u65e0\u7f6a\u8fa9\u89e3\u62d2\u4e0d\u8bb0\u5f55<\/p>\n\n\n\n 4. If Zhao Yongwei had not confessed during the first month after being detained by the Neijiang Supervisory Commission on March 8, 2023, but later confessed under the pressure of substantial evidence collected by the supervisory authorities and wrote self-incriminating statements on May 3 and May 4, 2023, admitting to the bribery facts later charged in the written prosecution opinion, this would be considered normal in the investigation process. These records, from timings and locations to the bribe-givers, were completely fabricated. On the evenings of July 9 and July 22, 2023, he twice appealed to Liu Bo and Wang Tikuan from the special case team, stating: “I cannot admit to things that did not happen; my previous guilty confessions were false, and I request to see Secretary Wang Yuan of the Discipline Inspection Commission!” In response, Liu Bo and others laughed dismissively: “As the secretary of the Development Zone Working Committee and the director of the Municipal Bureau of Land and Resources, could you be missing ten million?” This shows that in the eyes of disciplinary officials like Liu Bo, no Communist Party official with any real power is clean.<\/p>\n\n\n\n \u5218\u535a\u8fd8\u4e8e2023\u5e747\u670824\u53f7\u4ee5\u865a\u6784\u7684\u4e8b\u5b9e\u6050\u5413\u8d75\u6c38\u97e6\uff1a\u4f60\u7684\u6848\u5b50\uff0c\u6211\u4eec\u548c\u68c0\u5bdf\u9662\u3001\u6cd5\u9662\u4f1a\u5546\u8fc7\u4e86\uff0c\u68c0\u5bdf\u9662\u5bf9\u6211\u4eec\u628a\u4f60\u653e\u8d37\u7ed9\u738b\u4e9a\u5170\u7684260\u4e07\u4f5c\u4e3a\u8fdd\u7eaa\u5904\u7406\uff0c\u5f88\u6709\u610f\u89c1\uff0c\u8981\u6c42\u6211\u4eec\u4f5c\u4e3a\u53d7\u8d3f\u7f6a\u79fb\u9001\u3002<\/p>\n\n\n\n On July 24, 2023, Liu Bo threatened Zhao Yongwei with fabricated facts: “We have discussed your case with the procuratorate and the court. If the Neijiang Supervisory Commission refuses to transfer the relevant transcripts and audio-visual recordings, it is an attempt to conceal and exacerbate the criminal facts of their abuse of power and law.<\/strong> Thus, it is earnestly requested that the court orders the immediate transfer of all interrogation records and synchronized videos from the Neijiang Supervisory Commission.
